Dear Dr. Hynek:&#13;

Re the recent file I sent to you...documented file whereby I actually "controlled" the city of Cleveland, Ohio, with my mind...for a week. (Just as I had previously "controlled" an FAA radar installation here on this peninsula with my mind, also documented.)&#13;
&#13;
I'd like to point out to you certain facts which would absolutely indicate that what happened to Cleveland, Ohio, could be no accident, nor any coincidence...not even precognition working. It had to be my mental attack.&#13;
&#13;
First...Remember, I sent you a specific list *WELL BEFORE* Cleveland had its week of horror. This list indicated the different, and many things I would *DO* to Cleveland.&#13;
&#13;
Following which, most of the conditions I had set forth...actually happened to Cleveland. Now, the very VARIETY of things I'd listed...would, or should, I think, preclude "coincidence"...i.e., that the blinding heat, lightning attacks, nutty people phoning up City Hall, and so on...might just happen, as sort of a coincidence. One of my set conditions might have happened coincidentally, perhaps...but not all the things that happened!&#13;

I said I'd cause terrible heat...so Cleveland had heat so hot the sidewalks buckled and fell apart.&#13;
&#13;
I said I'd cause lightning to attack...so lightning hit and set afire a city bus with a load of people on it, and lightning hit various people also.&#13;
&#13;
I said I'd cause people to do strange things...so you saw the newsclip for yourself stating that many people called the City Hall, talking about hearing "strange voices" and "voices from UFO's" and being secret agents, etc.&#13;

To prove my reality to half-Si&#13;

I can do no better, even, than these last two demonstrations, Radar and Cleveland. I said specifically what I was going to do...in advance...and did it. In Radar, I had government experts present, and worked on scientific apparatus. And the other scientists were notified well in advance...what I was going to do...before it happened to Cleveland.&#13;
&#13;
Tell me, how much more could you want, in the way of absolute, concrete proof...that I can and have been altered to produce effects this world has never seen?&#13;
&#13;
In closing...there is no limit...to what I can produce...with my powers. As easily as I can control a radar installation, I can control Cleveland, as easily as I could control a State. As easily as I could control a State, I could control a country...even a group of countries. I realize that sounds like a full-blown paranoid statement...but how many paranoids that you know...can produce actual, documented miracles to back up their "delusions of grandeur"?&#13;

Today I had my heartiest laugh in a long while. I received your "letter", unsigned, scribbled along the margins of my last letter. Well, some initials are there...I suppose it was you writing.&#13;

You know...I always accord you the dignity...of a regular letter, such as this one.&#13;
&#13;
At any rate, we now begin at a new point in time. First...please understand...and inform anyone who should know...that I do not want the Inquiry prize money. I withdraw from it. Why? Because your suggestion angered me. The suggestion that I have the SI's appear in person for you at a meeting, to be photographed. This perhaps has to be the most ridiculous suggestion of all time.&#13;

I do not tell the SI's procedure; they tell me procedure. Least of all will they allow any third parties, even Dr. Hynek, dictate rules and procedures to them. However, do not jump to any wrong conclusions at this point in the letter...they are going to give you a demonstration!&#13;

Before we get to that...I want to get to the part of your "letter" where you state (with relation to my past phenomena) "possibly a great case of precognition - but not necessarily cause and effect. How do you separate the two?"&#13;

It would seem obvious to me...that anyone, even a non-sophisticated highschool pupil... would be able to separate the two, given access to my files.&#13;

First of all...as Minder pointed out in one of the Sage articles...how could I be deeply involved in on now almost 400 cases and projects? Isn't this straining the "precog" just a bit?&#13;

You should be familiar with the Apollo shot, last one. I called you before it went up, told you I would give the astronaut fits, and try to knock out the power and communications. Well, I sent you the full file on it. I did exactly as I said I would do. Furthermore, you noted all the "first" freakish things that happened, ever...on space flights. How would my "simple precog" pick that up?&#13;

On the radar demonstration...which you have had ample opportunity to check out...along with the full file on it I sent you...I produced 25-50 UFO forms on the radar screen, plus strokes...which shouldn't have been on there, according to the radar expert with me. And I GOT THE STRONGS ON PURPOSE, TELLING HIM I WOULD TRY TO DO SO BY AFFECTING A POWERSURGE! How on earth...could you link up precognition with producing multiple-strokes on a radar screen? Furthermore, I told the expert to watch the TV and papers...that my power, mental power, could possibly knock down planes and ships in the week or two following. FOUR MILITARY PLANES THEN CRASHED IN THE BAY AREA WITHIN FIVE DAYS. Precognition? Poocy.&#13;

I asked him to get me to a radar screen...that I KNEW 25-50 UFO's would appear on it, strokes would appear on it (that had no business being on from our VERY LOCATION.); and finally, that I knew four planes would crash in five days! How ridiculous can you get!&#13;

(At this point let me say that I consider myself the greatest psychic in the entire history of the world...not on the basis of opinion, but on the basis of performance...so that I allow myself the leeway of being eccentric enough to speak straight and honestly, without fear of University retaliation, or U.S. Government retaliation, or anything else.)&#13;

In the Cleveland file...which I sent you...how do you explain that I outlined in advance... lightning attacks? And not lightning attacks? Does lightning, then, go along with the heat?&#13;

I had thought Lightning went with a different kind of weather. Also, if you will check the weather people in Cleveland...then look at that list I sent you in advance...you will see that I stated "60-90 mile-per-hour winds" (on the May 30 letter to you). I just wasn't able to cover enough xeroxing cost to include it. There were power blackouts there...as I stipulated there would be, and all kinds of electrical disturbances...as I stipulated there would be.&#13;

Now you could make a precog case...out of this complicated, sophisticated psi-force attack on Cleveland? You could argue precog perhaps on one item, or two...short and long precog could you get...to go on and predict lightning attacks, power blackouts, wind storms, people acting crazily, and so forth (as outlined in the newspaper clips)? By telling you in advance that I'd cause people to act crazily...with many calls to City Hall...well, you read the newspaper clips...people acting absolutely nuttily. This would fit no precognition pattern I've ever heard of!&#13;

Do this...make an offer of a million dollars to any psychic in the world...who could precognitively state that people would not act crazily (call and report voices from UFO's; secret agents; etc., as from my file newsclip) in any certain city in the world (I stipulated Cleveland, remember?)...within 90 days...and see if you ever have to pay the million. I assure you, it is quite safe. Tell them also for good measure to predict a lightning attack in that certain city; plus wind storms; plus sidewalk buckling heat...to go along with and qualify the "people acting crazily" part. Heh!&#13;

I have already told you...the SI's gave me photographs of them. If you do not believe the photos you have, that I sent you...that is no concern of mine. They are quite real; and you do not need another photograph? I tell you, I really resented your wording on this: "you could win it (the prize money) easily if at the time of our next panel meeting you could cause a UFO apparition sufficiently strong and close to be photographed..."&#13;

Why, certainly, Dr. Hynek...and I could win the prize money quite easily if I produced an actual UFO in your meeting room...or perhaps made it show next July 4th in Buenos Aires, Argentina...&#13;

You see, Dr. Hynek...I'm peculiar, and I guess a little touched. I consider my brains...on a par with many PhD's and Dr.'s...at the very least. And of course, if this were in fact true...then you would treat me with a bit more dignity and respect. I regret that I have no degree, and a Dr. before my name...to that you could comfortably communicate with me as you would another scientist, or even a member of Mensa, which I am.&#13;

One more point on "how do you separate the two". Years ago...when I wrote GIA a letter and told them that "Nature" had told me to write that it would affect the electromagnetic condition of the South Pole...and get it into the newspapers in such a way that it would PROVE my connection with it, "Nature", and its reality. Afterward...a UFO appeared over two South Pole scientific expeditions, affected their EM apparatus, and hovered for 45 minutes for pictures to be taken. Now, how in hell could I have pulled THAT out of a hat, in Brewer, Maine...I told him I'd communicate with a UFO two weeks over Brewer-Bangor, and be reported in the newspapers within a week, was seen and reported on the front page of the Brewer newspapers. To call such a happening "precognition" would be absurd!&#13;

Enough. Now to get back to what I am going to do. (Incidentally...I was going to show you TWO miracles, some time back...but couldn't get you or Dr. Fogel by phone...so I went ahead, being too angered to write...and confused Spessky's mind. Then I decided to switch things around for the second miracle...and instead of aiming IT at the Russian athletes, I aimed at the U.S. athletes. The results were fantastic. Of course I have no documentation on this...but what difference does it make anyway? I can't get anywhere with the ton of documentation that I do have. And I might say that the Olympics are&#13;

All right. The SI's were quite angry (if they could be said to have that emotion)...at your stipulation that they appear "in person" at your meeting to have a nice snapshot made. Just as I was angry.  &#13;
So they will GIVE you a demonstration. Of their own choosing (which is the only way they operate anyway).  &#13;
The NATO WAR GAMES open on Thursday, Sept. 14. I quote the newspaper: "Armed forces of 11 North Atlantic allies open the biggest combined land, sea and air maneuvers in their peacetime history next Thursday. The war games continued until Sept. 28."  &#13;
So the SI's tell me to inform you...that they will attack these war exercises...with various means at their command...to knock down airplanes and copters; sink ships; and cause innumerable freakish things to happen and occur (as in the Apollo flight, except this time there will be more personnel involved). They will try to interfere with radar, with EM equipment, with radio and communications.  &#13;
And they will do it in your honor...and any other scientists who cannot tell precog from a mass-end-effect.  &#13;
In summing up...I disassociate myself from the Inquirer thing, completely, as a result of your today's communication...and the SI's are going to give you, and the NATO forces, a lesson which will be long remembered!  &#13;

NATO War Games Open Thursday  &#13;
'Strong Exercise' Biggest Ever  &#13;
BRUSSELS (AP) - Armed forces of 11 North Atlantic allies open the biggest combined land, sea and air maneuvers in their peacetime history next Thursday. The war games continue until Sept. 28.  &#13;
About 64,000 men, 7,000 planes, 300 warships, and 60 merchant vessels are taking part. There will be exercises on both sides of the Atlantic but mainly along Europe's western coast from Portugal to Norway's far north.  &#13;
Called "Strong Express," the exercise is one in a long series of maneuvers designed to give national forces experience in working together - and to show Moscow that it can be done.  &#13;
Leaders of the alliance say their solidarity over 23 years has been a major element in preventing Soviet aggression. Convinced that the alliance does not get enough credit, they have invited about 200 newsmen to view the games.  &#13;
Reporters from Communist countries have not been asked, but military spokesman said they would not be barred from news conferences at headquarters in the remote Norwegian village of Bardufoss.  &#13;
The "Shield 72" maneuvers of the Warsaw Pact will probably coincide with "Strong Express."  &#13;
The Czechoslovak Communist Party newspaper Rude Pravo said the maneuvers were to "help improve the defense capability" of the Warsaw Pact. It did not say when "Shield 72" will start.  &#13;
Soviet troops were expected to make up a great part of the units in "Shield 72." Independent-minded Romania probably will send only staff officers.  &#13;
"Strong Express" comes more than two years after the big Soviet exercise "Okean" showed that Moscow's growing naval power was now great enough to assert itself in the Atlantic as well as the Mediterranean. "Okean" brought together 20 ships at its peak.  &#13;
Gen. H.F. Zeiner Gundersen, Norway's army chief, expects Soviet naval vessels and trawlers to appear during the allied maneuvers. This has become common.  &#13;
They will be trying to keep an eye on a whole panoply of allied naval strength, from carriers to hovercraft. The allies will practice landings, submarine and antisubmarine warfare, the protection of convoys, the laying of mines and countermine measures. Planes will pretend to attack from carriers and will patrol from land bases.  &#13;
Attention will focus on Norway's far north, an increasingly important strategic area. A line from Greenland to Iceland to Scotland is the forward limit of American defense.  &#13;
The Russians have made their northern fleet the most important of the four they maintain. It includes the largest number of their Y-class strategic submarines, each armed with 16 nuclear missiles that have a range estimated at 1,700 miles.  &#13;
"Strong Express" will include a landing in the Tromsoe area of northern Norway by 3,000 U.S., British, and Dutch Marines. They will fight an "invading" force played by Norwegian troops. Actually, the potential invaders are the Soviet forces around Murmansk, 300 miles to the east.  &#13;
If the Marines fight through the Norwegian force, they will link up with an Allied Command Europe mobile force, one of two small integrated units in the North Atlantic Treaty Organization.  &#13;
Land, sea, and air groups will participate from the United States, Britain, Canada, Denmark, West Germany, Italy, Luxembourg, the Netherlands, Norway, and Portugal.&#13;

ON (AP) -The New-News, largest cruiser a-steamed out of the Viet-amese War zone Sunday and headed for the Philippines with the bodies of 19 sailors killed in the worst U.S. naval disaster this year.  &#13;
Ten other men in her crew were wounded by the explosion in an 8-inch gun turret which racked the 21,000-ton warship off the northern sector of South Vietnam shortly after midnight. Many of her 1,300 crewmen were shaken from their sleep by the blast.  &#13;
The U.S. Navy, which termed the explosion accidental, an-nounced that it had started an investigation to determine the cause.  &#13;
The Navy in Saigon said the exact extent of damage had not been determined. But if just one of the big shells exploded, damage could have been extensive.  &#13;
Apparently the explosion was confined to the gun turret, one of three main batteries each housing three rapid-fire, 8-inch, 55-caliber guns.  &#13;
Repair crews will assess the damage at the naval base in Subic Bay, the Philippines. The bodies of the dead will be sent from there to their families.  &#13;
The 7th Fleet in Saigon did not identify the victims, saying tags would be done by the Pentagon after their relatives had been notified.  &#13;
Spokesmen said first reports indicated that nine of the wounded were not in critical condition and were treated in the cruiser's own 23-bed hospital. A 10th man, who was critical, was evacuated to Da Nang, then later transferred by plane to an intensive care ward at Clark Air Force Base in the Philippines.  &#13;
The explosion occurred at 1 a.m. Saigon time (1 p.m. EDT Saturday) while the 700-foot-long cruiser was on a combat mission, firing at North Vietnamese positions in heavily contested Quang Tri Province just below the Demilitarized zone. Her position at the time was 13 miles north-northeast of Quang Tri city, four miles from the mouth of the Cua Viet River.  &#13;
In strikes during the 24 hours preceding the accident, the Navy said, the cruiser's big guns, which have a range of 15 miles, destroyed four North Vietnamese emplacements and damaged five others two miles west of Quang Tri city.  &#13;
Asked if there were any pos-sibility North Vietnamese fire triggered the explosion, a 7th Fleet spokesman said: "The information we have indicates it was an internal explosion." A "brief Navy statement termed it an accident.  &#13;
The cruiser is commanded by Capt. Walter F. Zartman.  &#13;
The ship is named after the port of Newport News, where she was built and commissioned in 1949.  &#13;
Although based in Norfolk, and the permanent flag ship of the U. S. 2nd Fleet operating off the U.S. East Coast, the Newport News was rushed to Vietnam waters last spring during a major naval and air buildup to counter North Vietnam's invasion of the South.  &#13;
The Newport News has ranged up and down the Vietnam coast, operating on both sides of the Demilitarized Zone, and led major naval raids on the North Vietnamese port of Haiphong on May 11 during her first combat mission since returning and again on Aug. 27. The latter raid was directed by Vice Adm. James L. Holloway 3rd, commander of the 7th Fleet, who was aboard the Newport News. The ship's extensive communications make her an ideal floating command post.  &#13;
The ship was deployed to Vietnam twice previously, in 1967 and 1969, the first combat of her career. The mission then was part of "Operation Sea Dragon," the 7th Fleet's efforts to slow the flow of war materials into South Vietnam, and also to provide gunfire support for allied troops operating below the DMZ.  &#13;
In addition to the main battery of nine 8-inch guns, the Newport News also carries secondary and antiaircraft batteries of 12 dual-purpose, 5-inch, 38-caliber guns, and four 3-inch, 50-caliber rapid fire guns. Also aboard are two rocket batteries.  &#13;
The Newport News can move in excess of 33 knots at full power and, the Navy says, is a city within herself, capable of generating 120,000 horsepower from four boilers, distilling 60,-000 gallons of water a day and producing enough electricity to light a city of 40,000 people.  &#13;
The vessel is the last of 18 cruisers built by Newport News shipbuilders between 1902 and 1949.  &#13;

The explosion occurred while the 17,000-ton Newport News was firing in support of South Vietnamese troops in Quang Tri Province. The explosion wrecked the middle of the cruiser's three forward turrets, each of which house three 8-inch guns.  &#13;
It was the worst such accident aboard a U.S. Navy ship in Indochina waters since fire swept through the aircraft carrier Forrestal on July 29, 1967, killing 134 crewmen.  &#13;

Then a brand new (to Viet Nam) F111 airplane vanished. It was not shot down...it just plain disappeared. This is a plane loaded with communications gear, so that it should be impossible for it to vanish, right?&#13;

Now...you can argue that lots of planes have gone down in Viet Nam. Oh sure. Lots of fighters and Phantoms. A Phantom is worth what? A million? A bit more, perhaps? Well, an F111 is a giant plane, worth fifteen million! That's three.&#13;

Yesterday, in quick order...a nuclear sub, Tullibee, collided with a ship not far from here...just off Cape Hatteras. That's four.&#13;

I can state unequivocally that the SI's (UFO's) have brought all of this about...and observe...tankers, carrier, giant military plane, nuclear sub. A little something for everybody.&#13;

I'll bet the SI's chewed up the NATO exercises, too...but evidently there's been a security lid clamped tight on it...not a word has come out. But...the military knows.&#13;

SAIGON (AP) -- U.S. F111 fighter-bomber units completed their move from Nevada to Thailand Thursday, and the U.S. Command reported the swing-wing jets' first missions over North Vietnam after a six-day layoff.&#13;
&#13;
Although most of two squadrons of F111s from Nellis Air Force Base had reached Takhli Air Base, north of Bangkok, by Wednesday, the command reported only two strikes against the North overnight.&#13;
&#13;
The command acknowledged publicly for the first time that the trouble-plagued, $15 million jets had been withdrawn from combat after only four missions. One of the first two planes to go out vanished, with both crewmen missing.&#13;
&#13;
An official U.S. memorandum for correspondents said that because of the loss of the plane Sept. 28 "a thorough systems recheck was accomplished during the period Sept. 29-Oct. 3 to insure that the systems were functioning properly in the Southeast Asian environment. The systems were proved to be fully operational and the aircraft were rescheduled for combat missions."&#13;

Several F111 strikes scheduled for Tuesday night and Wednesday morning were canceled because of bad weather associated with Typhoon Lorna, the command claimed. Weather also was blamed for cancellation of two missions on the first day of F111 operations.&#13;

On August 31, 1972, I informed you that I would, in order to give you a  &#13;
demonstration of what I could do with my mind...and my UFO helpers...attack  &#13;
ships and planes and subs of the NATO forces, holding an exercise at about  &#13;
that time.&#13;
&#13;
After writing you, I communicated with the UFO's and explained, as best I could,  &#13;
that you needed a demonstration because you were thinking that I just might be  &#13;
using precognition...and not actually causing things to happen. I instructed them  &#13;
to attack ships, aircraft carriers, planes and subs.  &#13;
Next I worked out my own attack plan, using my own mind and psi-force principles.&#13;
&#13;
Since then...all hell has broken loose. The enclosed file is self-explanatory.&#13;
&#13;
The NATO exercise folded after some days...but the psi-force (and Si's) have kept  &#13;
going...mysterious disappearances of two giant ($16 million) F-111 planes;  &#13;
aircraft carrier mishaps; etc.&#13;
&#13;
Now, if you want to call this "coincidence", you can, of course. Or precog.&#13;
&#13;
But in order to better educate you about PK Men and the Si's...I am enclosing  &#13;
another file, dating back to 1966. I DID THE VERY SAME THING THEN!  &#13;
With the same devastating results! It is completely documented, as you can see.&#13;

At that time I was corresponding heavily with "George Clark" of Central Intelligence  &#13;
Agency, and Roland Swenk (Box 562, Paoli, Pennsylvania) who was the head of a  &#13;
30-man aerospace group following my work with analysis and computers.  &#13;
Both of these responsible people...plus many others, of course...were notified in  &#13;
advance in 1966 that I would attack ships, planes and carriers and subs WITH MY MIND  &#13;
and with the Si's help, and when it then came to pass...I documented it from the  &#13;
newspapers. It is all in here.&#13;

Of course, I assume that you are very knowledgeable about ESP works...how psi-force  &#13;
works. Time and distance mean absolutely nothing to it; nor does mass mean  &#13;
anything, either, when properly used. I.e., I can take an idea...to cause  &#13;
world-wide earthquakes or make things happen to aircraft carriers and planes and  &#13;
subs world-wide...and instantly (no time lag) the psi-force is out there, all  &#13;
over the world...causing earthquakes or preparing to cause them after some  &#13;
preliminary preparation...or instantly out there, all over the world, on planes,  &#13;
subs, carriers, etc., causing things to happen to them, or preparing to cause  &#13;
it to happen to them after some preliminary preparation.  &#13;
Naturally, I am not limited to just earthquakes or military sea forces.&#13;
&#13;
The ordinary reaction to all of this is, naturally, horror, in the event it is  &#13;
real (it is). However, calmer minds, and more scientific minds...should be able  &#13;
to realize that my mental breakthrough is literally world-shaking, since it  &#13;
(the phenomena I've produced); could conceivably signal  &#13;
a breakthrough in the human race, up to a new plateau level of the human mind;  &#13;
and IX the other-dimensional powers that my mind is USING, in cause and effect  &#13;
manner, documented...simply has to be the greatest leap forward for mankind  &#13;
since mankind somehow progressed from cavemen and stone age to what mankind  &#13;
has become. I.e., Primitive men, to present men, to what I have become.  &#13;
